Motor carrier regulation is layered. FMCSA sets the federal floor for authority, financial responsibility, and hours-of-service. Each state then adds its own intrastate authority rules, IRP and IFTA requirements, workers compensation structure, and corridor-specific concerns — coastal port drayage, mountain-pass weight restrictions, monopoly-fund workers comp states, border-crossing freight, and so on.
